ESG Taxonomy & sustainable finance: European simplification creates a data market

Thesis
The European Omnibus package has simplified the taxonomy without diluting it: fewer filers, mechanically inflated ratios, broken comparability. Comparable ESG data becomes a scarce asset and therefore a market. ESG compliance shifts from a cost center to an allocation infrastructure.

Current state
• Scope: The CSRD is restricted to companies with 1,000 employees and €450M in turnover i.e., 80% fewer filers compared to the initial scope (50,000 companies). But vs. the old NFRD regime (2,500 3,000 filers), the pool rises to 7,700 13,700 large companies, ×4.3, in phase until 2028.
• Simplification: 64% of data points for non financials, 89% for banks; 10% materiality threshold; removal of gas/nuclear templates.
• Mechanical distortion: The overhaul of denominators (only CSRD issuers + use-of-proceeds instruments + voluntary filers) inflates alignment ratios documented case: 3.4% 13.9% for the same portfolio.
• Direct consequence: “KPIs are no longer comparable over time, nor between companies within the same year” if methodologies differ.

Dynamics and risks

  1. Greenwashing 2.0 risk: Mechanically higher alignment ratios without real improvement reputational risk shifts from reporting to financial communication.
  2. Long-tail data gap: Small capitalizations exit the mandatory scope; their data will be voluntary or estimated degrading coverage for small/mid cap managers.
  3. Carbon remains the under-equipped segment: Voluntary market €2B, trajectory toward €100B by 2030, without a real time on chain quality index (your CCQI fills this gap).
  4. Double materiality vs. single materiality: The EU/double materiality vs. US/financial divergence widens transatlantic groups will carry two frameworks, boosting demand for mapping tools.

Implications for allocation

• Long data providers and ESG compliance tools (simplification increases demand for reprocessing, not the opposite); long carbon quality and continuous compliance indices.
• In management: Recalculate taxonomy alignments on a constant methodology before any comparison any published 2026+ ratio not restated is unusable.
• Transition finance (transition bonds, eligible aligned assets) retains a structural regulatory advantage in Europe despite simplification: capital allocated to large aligned issuers remains incentivized, with the weight of remaining issuers in portfolios dominating invested capital coverage.
